Usually yes — Stepantsminda (Kazbegi) remains a real winter destination. The catch is the mountain road: snow, ice, wind and avalanche risk can create temporary restrictions on the Gudauri–Kobi section.

Georgia Travel says the main route is regularly maintained and rarely closes even in severe weather. However, the alpine Gudauri–Kobi stretch can face temporary restrictions when snow, ice, blizzards or avalanche danger increase.
THE ROAD
Tbilisi → Gudauri → Kobi → Stepantsminda
The standard route follows the Georgian Military Highway. The section that deserves the most attention is Gudauri (Post)–Kobi. In 2026 the Roads Department temporarily restricted trailers and semi-trailers there several times because of snowfall, blizzards, snow and ice; ordinary passenger vehicles often remained unrestricted, sometimes using avalanche-protection tunnels.

Yes — short closures and restrictions are possible
Avalanche danger can lead to stronger restrictions, including temporary closure to all traffic. Check the official Roads Department status shortly before departure, and leave time in your itinerary rather than scheduling a flight immediately after the return from Kazbegi.

Kazbegi is genuinely cold in winter
Stepantsminda sits high in the Greater Caucasus. One 1991–2021 climate dataset gives a December monthly mean around −9°C. Exact conditions vary, but sub-zero days and much colder nights are normal. Pack insulated footwear, gloves, a hat and proper winter layers.

Should you drive yourself?
If you are experienced with mountain winter driving and have a properly equipped vehicle, self-driving can be possible. Authorities sometimes impose chain or vehicle-specific restrictions. If you are uncomfortable with snow and mountain roads, a local driver or private transfer is usually easier.

Kazbegi is not “closed for winter”
Stepantsminda remains inhabited year-round. The road to Gergeti Trinity Church is paved, but local snow and ice can affect access on a particular day. Ask locally before walking or taking a taxi uphill.
